Paper Submission Guidelines 

Welcome to the paper submission guidelines for the INCOSE-IEEE International Workshop on Research in Systems Engineering. We invite researchers, scholars, and professionals to contribute original and high-quality papers for presentation and publication. Please review the following instructions carefully to ensure your submission meets the conference requirements.

Abstract Submission 

Please be advised that an abstract of the paper must be submitted prior to the deadline for full paper submissions. This is to ensure the efficient assignment of reviewers, as the review process is conducted within a very stringent timeframe.

Review Process 

The papers undergo a formal review process involving two PC reviewers and one PhD student reviewer over two review cycles.

Review Cycle I (Submission to Initial notification)

Submissions will be assigned to two primary reviewers of the Program Committee (PC) and a PhD student as a secondary reviewer, complementing the existing review structure of primary and secondary PC reviewers. This initiative seeks to expand the pool of skilled reviewers within our community while simultaneously offering invaluable experience to early-career researchers. Unlike external reviewers, student reviewers may originate from the same institution as other reviewers associated with the paper. Notably, primary reviewers will be encouraged to recruit their own Ph.D. students or postdoctoral researchers as student reviewers. A crucial consideration involves maintaining a clear line of communication with the student reviewer to facilitate effective mentoring throughout the review process. Primary reviewers who extend invitations to student reviewers shall commit to mentoring them during the entirety of the review process. This mentorship encompasses guiding student reviewers through the review criteria, ensuring their comprehension of the expectations for constructive feedback, and providing feedback on their completed reviews.

This stage of the review process will adhere to a double-anonymous standard. Based on the evaluations and in consultation with a selected subset of the Technical Program Committee, the Technical Program Chair shall issue one of the following initial recommendations for each submission:

  • Conditionally accepted as a conference paper. These submissions will be considered for inclusion in the Proceedings of IEEE VR, archived in the IEEE Xplore Digital Library.

  • Recommended for presentation to the AFIS national congress. Authors of a submission receiving this recommendation have the option of submitting the contribution to the “Early Research & Innovation” track of the INCOSE French Chapter AFIS national congress. Subject to final approval by the AFIS national congress chairs, accepted contributions will not be disseminated in the proceedings, which will be submitted for publication in IEEE Xplore®. Note that the workshop does not consider contributions presented at the INCOSE French Chapter AFIS national congress as a final disclosure of research results. Thus, work accepted for presentation at the INCOSE French Chapter AFIS national congress might be eligible for inclusion in future publications.

  • Rejected

Review Cycle II (Initial notification to Final notification)

Each conditionally accepted paper will be reviewed by both reviewers, who will ultimately provide a final recommendation concerning its acceptance. If the requirements for acceptance are not fulfilled, the paper shall be rejected.

Formatting and Language Guidelines 

Papers must not exceed 8 pages, including figures and references, and follow IEEE formatting guidelines. All paper submissions must be in English. The workshop reviewers appreciate high-quality submissions with correct English spelling and grammar: non-native English speakers may wish to enlist an English language editing service. Papers ought to encompass full-colour figures throughout, and we strongly encourage authors to exhibit their work with annotated, thoroughly described, large, and detailed graphics.

Anonymisation 

The workshop only allows double-blind submissions.

Reuse of Text and Plagiarism 

All submissions shall represent novel contributions from the authors. This stipulation indicates that the work must be original, not having been published previously or concurrently submitted to any conference proceedings, magazines, journals, or similar platforms, in any language, in any form, in entirety or partially, by any combination of authors.

A paper is deemed published if it has been presented in a peer-reviewed and archived journal, within conference proceedings, or similar venues, thereby rendering it accessible to individuals who were not in attendance. Concurrent submissions are strictly prohibited. Should it be established that an identical or substantially similar paper is concurrently under evaluation at another publication venue or forum, the paper will be rejected at an early stage of the review process.

Previously published text cannot be reused verbatim. Although some overlap in background or prior work is often unavoidable, unauthorised reuse of text may violate copyright laws and is explicitly forbidden. Images obtained from published sources may only be reused if they are properly cited and the authors have obtained the required rights to republish those images.

It is imperative that all relevant previous work conducted by the authors is duly cited, and that the distinctions from earlier research are elucidated with clarity.

The act of plagiarism, which involves the appropriation of the work of others, is invariably deemed unacceptable and will result in the disqualification of the submission from the review process. For further details, kindly refer to the IEEE Publication Services and Products Board Operations Manual.

Consequently, all authors shall be mandated to certify on the submission form that the submitted work is their original creation. All submissions undergo scrutiny for plagiarism through CrossCheck, and any potential cases are meticulously examined by the Technical Program Chair.

Self-plagiarism, defined as the verbatim reproduction of text from an author's previous work, is prohibited in numerous instances; however, it may be considered permissible in certain contexts:

  • Preprint: If the preceding document is a non-published preprint or a technical report that does not appear in any publisher’s digital library, and the authors are identical or largely overlapping, no citation is required, and the copying of text is permitted.

  • Thesis: If the previous paper was a thesis or dissertation and the student is an author or co-author of the work, then the work should be cited, and copying of text is permitted.

  • Non-archival: Should the preceding paper be presented at a non-archival and lightly reviewed or non-reviewed venue, such as posters or other non-archived workshops, and the authorship is either identical or largely overlapping, it is permissible to cite the work and replicate portions of text.

  • Published: If the preceding paper has been subjected to peer review by a reputable publisher and is archived within the publisher’s digital library, the replication of text is not allowed.

  • Extended: If the preceding paper represents a significantly expanded version of prior submissions published in an archival context, featuring an identical or largely overlapping list of authors, it is imperative to cite the work, and verbatim reproduction of text is prohibited. 

     

All papers will be checked for plagiarism using IEEE CrossCheck.

Research and Reporting Antipatterns 

  • Formulating hypotheses after the results have been ascertained.

  • Selectively reporting only those statistical tests that yield significant results, a practice commonly referred to as p-hacking.

  • Combining several immature or disjointed studies within a single publication instead of presenting one comprehensive study.

  • Inappropriately segmenting the presentation of a singular study into multiple publications.

  • Making overreaching conclusions or generalisations while obscuring, minimising, or disregarding the limitations of the study.

  • Mentioning related works solely to dismiss them as irrelevant, opting to list rather than synthesise these works.

  • Acknowledging the limitations present in a study but subsequently presenting implications and conclusions as though these limitations do not exist.

IEEE Publication Policies 

Authors must carefully examine IEEE’s publication policies.

Policy on Use of Large Language Models 

The use of content generated by artificial intelligence (AI) in a paper (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgements section of any paper submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the paper that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content. The use of AI systems for editing and grammar enhancement is a common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure, as noted above, is not required, but recommended. Please carefully review the IEEE Submission Policies before you use these tools. We will thoroughly examine submissions that are brought to our attention and will proceed to desk reject any papers in which the use of AI is not explicitly indicated.

Your Paper at the Conference 

Authors of accepted papers are required to present their work at the workshop, and the presenting author must register for their respective paper presentations. Each author will have 20 minutes to present their paper, followed by 10 minutes of Q&A. If authors do not participate in the presentation of their work, their accepted submissions will be withdrawn from the programme and not be submitted for publication in IEEE Xplore®.

Your Paper After the Conference 

Accepted papers will be disseminated in the International Workshop in Systems Engineering Research proceedings, which will be submitted for publication in IEEE Xplore®. These proceedings will remain accessible to thousands of researchers and practitioners worldwide.
